In 1889 Wyoming Territory, Myrl Redding is a horse trader living with his wife Cora, son Cage, and some ranch hands. When Redding attempts to take his horses to a horse market in Casper, he discovers local wealthy landowner, Henry Ballard, has erected a tollbooth on the road to Casper, which goes through Ballard's property. Ballard, who disagrees with Redding regarding making Wyoming a state (which will restrict Ballard's commercial opportunities), charges Redding ten dollars to pass through his land.
A former New Orleans cop Jack Robideaux (Jean-Claude Van Damme) arrives with his pet rabbit in Columbus, New Mexico to take a job with the border patrol, and working with Captain Ramona García (Natalie J. Robb). At the moment, the border patrol is up against a highly dangerous drug smuggling operation, in which the smugglers are funneling illegal immigrants and bricks of heroin through the porous defenses of the Mexico US border.

It is actually a scale model being used in the demonstration of a heliobeam weapon in the headquarters of the Bureau of International Government and Order ("BIG O"). During Billy's trial, he mentions the 1968 My Lai massacre and recalls, in a flashback scene, witnessing a similar incident while serving in Vietnam.
