Robert "Bobby" Trench and Michael "Stig" Stigman are two criminals working together. Unbeknownst to each other, Bobby is an undercover DEA Special Agent and Stig is an undercover US Navy SEAL. They meet drug lord Manny "Papi" Greco at his farm in Mexico, where Papi gives Bobby a packet of cash instead of the cocaine he requested. Bobby reports to his superior that he did not get the cocaine needed to convict Papi. He then privately tells his mistress, Deb Rees, that he will help Stig rob $3 million from Papi's bank in Tres Cruces, Texas to prosecute Papi for tax evasion. They rob the bank and find over $43 million. Stig follows orders to betray Bobby and escape with the money, shooting him in the upper arm but leaving him in the desert. Stig is then betrayed by his commanding officer, Quince. A man named Earl interrogates people associated with the robbery and follows Bobby's trail. Bobby finds Stig, and they are attacked by a hit squad sent by Quince. Earl kills Bobby's superior, frames Bobby, and agrees to clear his name if he recovers the $43 million. Bobby and Stig kidnap Papi and learn that Earl is a CIA Agent and the money was the CIA's cut of drug profits. When Quince's team attacks, the group escapes but is captured by Papi's men. Bobby discovers Quince is Rees' boyfriend and they planned to steal the money. Papi kills Rees. Bobby finds the money in a motel room while Stig returns to Papi's farm for vengeance. Bobby arrives in a car filled with money and blows it up, leading to a massive shootout. Earl reveals the CIA has 20 other secret banks. Bobby shoots Quince, Stig shoots Earl, and they kill Papi. Bobby shoots Stig in the leg as payback and they plan to continue taking down the CIA's secret banks.
