In Colt Lake, Tennessee, Travis is murdered by drug dealers. Police chief Sandy and cop Sam Evans begin investigating when Bobby arrives, posing as a State Special Narcotics Task Force agent. Bobby befriends Jasper, who reveals Travis was killed to make a point about a $100,000 drug deal. Sam and Bobby eventually capture Jasper and learn about the deal. While Sam dates Izzy (daughter of Mayor Boone) and Bobby dates Tammy, they investigate a gang hideout led by Dog Downer. After a series of events, including an explosion at an auto yard that hospitalizes DJ, Sam discovers Bobby is actually a security guard, not an agent. Bobby reveals he is seeking revenge for his brother Travis, whose lighter the Mayor possesses. Bobby deduces the Mayor is involved with Dog Downer's henchman, Shuggy. Bobby and Sam confront the Mayor, who admits to the arrangement. Bobby attempts to seize the money and kill the murderer, but Izzy shoots his handcuffs to free Sam. At Dog Downer's place, Bobby takes Destiny hostage. A shootout occurs, and everyone is arrested. In prison, Sam and Bobby fist bump, indicating their plan succeeded.
