The story
Five months after Thaddeus Ross is elected president of the United States, he sends Sam Wilson and Joaquin Torres—the new Captain America and Falcon, respectively—to Oaxaca, Mexico, to stop the illegal sale of classified items stolen by Sidewinder and his mercenary group Serpent. Wilson and Torres successfully recover the items, but Sidewinder escapes. Following the mission, the pair trains with Isaiah Bradley, a super soldier who was imprisoned and experimented on by the U.S. government. The narrative follows Wilson as he navigates the complexities of his new role while investigating a conspiracy involving a newly discovered metal and a plot to destabilize the government.

Following a mission in Mexico to recover stolen items from the mercenary group Serpent, Sam Wilson and Joaquin Torres train with Isaiah Bradley. President Thaddeus Ross invites them to a White House summit where he reveals the discovery of a metal called adamantium. During the summit, a mysterious song causes a violent outburst. Wilson later uncovers a conspiracy by Dr. Samuel Sterns, who uses the song to control minds and seeks to destroy Ross's reputation. The conflict escalates to 'Celestial Island' where Ross and the Japanese Prime Minister race to claim the metal. Ross reveals he is dying and has been using Sterns's pills to survive. Sterns eventually takes control of pilots to attack the Japanese fleet. In the climax, Ross loses control and transforms into the Red Hulk, destroying part of the White House. Wilson manages to calm him, and the truth about Sterns is revealed. The film ends with the ratification of a treaty, the exoneration of Bradley, and a post-credits scene where Sterns warns of an attack from other worlds.
