The story
Two years after the Battle of New York, Steve Rogers works in Washington, D.C., for the espionage agency S.H.I.E.L.D. while adjusting to contemporary society. While performing his duties, Rogers, along with Agent Natasha Romanoff and Sam Wilson, begins to uncover a conspiracy within the organization. They must navigate a world of secrets and high-stakes espionage while facing a mysterious and deadly assassin known as the Winter Soldier. As the scope of the conspiracy grows, the team must determine the extent of the threat to national security and the integrity of their own agency.

Two years after the Battle of New York, Steve Rogers works for S.H.I.E.L.D. in Washington, D.C. While on a mission to free hostages, Rogers learns that Natasha Romanoff is secretly extracting data. At S.H.I.E.L.D. headquarters, Rogers is briefed on Project Insight, a system of Helicarriers designed to eliminate threats. After Nick Fury is attacked by the Winter Soldier and warns Rogers that S.H.I.E.L.D. is compromised, Rogers becomes a fugitive. He and Romanoff find a secret bunker where they discover that S.H.I.E.L.D. has been infiltrated by Hydra, a group that has manipulated the agency for decades. They learn that the Winter Soldier is actually Bucky Barnes, Steve's long-lost friend, who was brainwashed and frozen. The trio, including Sam Wilson, works to sabotage the Helicarriers' control chips. In a final confrontation at the Triskelion, they expose Hydra's plot to the public. The Helicarriers are destroyed, and while Rogers and Wilson find Barnes, he remains a shadow. The film ends with Romanoff defending their actions before a Senate subcommittee while Fury continues to hunt Hydra's remaining cells.
