During Hong Kong’s three-day grace period after it adopts an “arrest and deport immediately” policy, mainland Chinese migrants trying to enter and apply for identity cards are kidnapped by a gang seeking ransom.

The story

In October 1980, after Hong Kong abolishes the Touch Base Policy and adopts an “arrest and deport immediately” policy, illegal entrants from mainland China have a three-day grace period to enter Hong Kong and apply for identity cards. They hurry toward the city by swimming or boat. In a border area, a gang kidnaps them and uses humiliation and abuse to force them to reveal phone numbers for their Hong Kong relatives, so it can demand ransom. The migrants must contend with the gang’s coercion as they try to reach their goal.

Full plot (contains spoilers)

In October 1980, Hong Kong abolished the Touch Base Policy and adopted an “arrest and deport immediately” policy. During the three-day grace period, a group of illegal entrants from mainland China hurried to sneak into Hong Kong to apply for identity cards, swimming or making their way by boat. In a border area, they were kidnapped by a gang known as the “snake-catching gang,” which used humiliation and abuse to force them to give up the phone numbers of their relatives in Hong Kong so the gang could demand ransom. In the end, the migrants escaped the gang’s clutches, but were unfortunately arrested by the police.
