In London, a gang’s promise of protection comes with a deadly price for anyone who refuses—or seeks police help.

The story

Two rival international gangster gangs terrorize London’s wealthy with a protection racket, promising safety only to those who pay money demanded in threatening letters. Anyone who refuses—or goes to the police—is murdered, and the first millionaire soon falls victim. Wealthy Elias Tanner is also blackmailed. When his secretary, Lilian Ranger, discovers the threat, she contacts the police, bringing Inspector Weston and Chief Inspector Tetley onto the case. Suspecting methods associated with American gangsters, Weston asks FBI Captain Allerman to come to London.

Full plot (contains spoilers)

Two rival international gangster gangs are terrorizing London’s wealthy. The “Patronage for Wealthy Citizens” guarantees the citizens protection only if they comply with a demand for protection money sent by threatening letter. Anyone who refuses to comply or even contacts the police is murdered. Before long, the first millionaire is murdered. Elias Tanner, a wealthy citizen, is also blackmailed. His secretary, Lilian Ranger, discovers this and contacts the police. Shortly afterward, Tanner is murdered. Inspector Weston and his colleague, Chief Inspector Tetley, are in charge of the case. Weston suspects that these are American gangster methods, so he asks FBI Captain Allerman to come to London. Weston and Allerman discover that, strangely, Butler Parker had been employed by every victim right up until their violent deaths. Every victim also had an account at the same bank. O’Connor, who was thought to be dead, is now being sought as the culprit—but was it really him?
