The story
Two German tourists are recruited to impersonate a visiting minister and his wife when the real official fails to arrive.
Full plot (contains spoilers)
When the German development minister fails to arrive as expected for his announced visit to an unnamed Latin American country, the German ambassador persuades two tourists to stand in for him. They are both supposed to play the ministerial couple. The man is supposedly a manufacturer of rollmops, but is actually a professor. The other German is mistaken for a prostitute, but is really a doctor. This setup leads to numerous complications, in which both the Germans and the Latin Americans behave in an extremely foolish manner.
