Full plot (contains spoilers)

The film takes place a few days after the Berlin Wall was built on August 13, 1961. An accident occurs at a construction site, killing two people. Lieutenant Lothar Czernik, a member of the Volkspolizei, investigates the case and classifies the cause of the accident as careless work practices. One of those responsible is a construction worker from West Berlin, known to his friends as King, who previously served in the Foreign Legion. King meets up with other young men on the Baltic Sea island of Usedom. They shave their heads like Yul Brynner, adopt nicknames as a disguise, and begin harassing guests at a campsite in Bansin with their JAWA and MZ motorcycles, loud music, and violent behavior. The police are alerted after tire valves are stolen. The ensuing situation escalates, and the gang later acts with increasing brutality. Lieutenant Czernik and his colleagues eventually manage to establish a link between the construction-site accident and the gang. The gang members are arrested, including King, who unsuccessfully tries to flee to Sweden.
