As the city faces new threats, the two must navigate their complicated relationship while dealing with the consequences of Petey's chaotic actions.
Full plot (contains spoilers)
Following a botched bomb disposal, Officer Knight is killed and his dog, Greg, is surgically joined to his body, becoming Dog Man. While Dog Man is a local hero, he becomes lonely after his personal life falls apart. Meanwhile, the villainous Petey attempts to create an assistant but instead produces Li'l Petey, a clone with no interest in evil. Petey abandons the kitten, who is then found and raised by Dog Man. The plot thickens when Petey feels guilty about the abandonment and tries to reclaim the child. Simultaneously, a cybernetic fish named Flippy is resurrected and begins a rampage. Petey and Dog Man are forced into an uneasy alliance to stop Fli_lpy and save Li'l Petey. After a series of battles involving a city of living buildings, Petey is redeemed by Li'l Petey's innocence. Ultimately, Petey and Dog Man agree to share custody of Li'l Petey, and the film ends with a celebration at Dog Man's home.
