Full plot (contains spoilers)
Eight years after the first film, blind Navy SEAL veteran Norman Nordstrom lives in a Detroit suburb with his adopted daughter, Phoenix. During a trip to her old home, Phoenix is targeted by a gang led by Raylan, a former convict. After the gang kills her protector, Hernandez, and kidnaps Phoenix, Norman pursues them. It is revealed that Phoenix's real name is Tara; her parents, including Raylan, abducted her to harvest her organs for Tara's mother. Norman infiltrates their hideout, where he faces off against the gang and a surgeon. He eventually discovers that Raylan is Tara's biological father. After a brutal confrontation where Norman defeats the gang and the surgeon, he tells Tara to flee. Raylan is fatally wounded, and Tara escapes to a nearby children's home, identifying herself as Phoenix.
