The story
On the Pacific Northwest coastline, a young boy named Jesse, an orphan living with foster parents, finds himself at an ailing amusement park. While there, he forms a deep bond with a captive orca named Willy. When Jesse discovers that the park owner plans to dispose of the whale, he decides to take action. He must navigate the complexities of his new life with his foster family while secretly coordinating a plan to break Willy out of captivity and return him to the wild.

After being abandoned by his mother, Jesse lives with the Greenwoods in Astoria. He is assigned to clean the observation area at the Northwest Adventure Park, where he meets Willy, an orca who responds only to him. While the park owner, Dial, tries to exploit Willy for profit, Jesse realizes the whale is suffering. After a series of events where Willy's distress causes him to break his tank, Jesse learns that Dial intends to kill Willy for insurance money. Jesse, along with Willy's caretakers Randolph and Rae, orchestrates a daring escape. They transport Willy in a truck to the coast. Despite a confrontation with Dial's men at the marina, they manage to get Willy into the water. In a final emotional moment, Jesse gives Willy a signal to jump over a breakwater into the ocean, where the whale is finally free to rejoin his pod.
