Agent 47, a hitman trained by the Organization, is tasked with assassinating Russian President Mikhail Belicoff. After the hit, he learns the mission failed and is ordered to kill a witness, Nika Boronina. Realizing he is being framed, 47 discovers that Belicoff's double ordered the hit to seize power. 47 and Nika flee Russia, pursued by Organization agents and Interpol agent Mike Whittier. 47 strikes a deal with CIA officer Carlton Smith to kill Udre Belicoff, a wealthy arms dealer.
