A former intelligence operative must navigate a dangerous conspiracy involving a resurrected black-ops program after a failed mission in Dubai.

The story

After an MI6 mission in Dubai fails and results in the death of several agents, Jack Ryan—who is currently working a civilian job on Wall Street—is contacted by his friend James Greer, the CIA's deputy director. Ryan is tasked with retrieving a mysterious package from a dying contact in Dubai. However, the mission quickly spirals into a complex conspiracy involving 'Project Starling,' a clandestine black-ops program that was believed to have been dismantled years ago. Ryan must navigate a web of international intrigue and hidden agendas to uncover the truth behind the project's resurgence and the threat it poses to global security.

Full plot (contains spoilers)

Following a failed MI6 mission in Dubai where Nigel Cooke is killed, Jack Ryan is recruited by CIA Deputy Director James Greer to retrieve a package from Cooke. During the exchange, Cooke gives Ryan a warning before being killed by Liam Crown. Ryan and his colleague Mike November are captured by MI6 officer Emma Marlow. It is revealed that Crown is part of 'Project Starling,' a black-ops program that Greer claims he shut down in 2018 but which Crown has resurrected to justify the use of off-book tactics. As the plot unfolds, it is discovered that Crown is reactivating terrorist groups to create a crisis. While the CIA and MI6 attempt to stop a planned attack on Tower Bridge, a distraction leads to the death of CIA Director Elizabeth Wright. Ryan and his team eventually travel back to Dubai to access a server containing data on the entire Starling network. In a final confrontation, Ryan faces Crown and ultimately shoots him dead. Following the victory, Greer is promoted to Director and recommends Ryan for the role of his deputy.
