After graduating from Harvard Law School, Elle Woods wants her Chihuahua, Bruiser, to reunite with his mother. She discovers the mother dog is owned by a cosmetics company that uses animals for testing. When her law firm refuses to drop the client, Elle is fired and moves to Washington, D.C., to advocate for 'Bruiser's Bill.' She works for Congresswoman Victoria Rudd, who initially treats her with skepticism. Elle discovers Bruiser is gay and has been affectionate with a Rottweiler owned by Congressman Stan Marks. She also finds that Congresswoman Libby Hauser, a sorority sister, supports the cause. Eventually, Rudd is blackmailed into supporting the petition by her chief of staff, Grace Rossiter, who admits she lost her idealism in politics. With her friends' help, the discharge petition booms and the bill reaches the House floor. The cosmetics corporation releases the dogs. Elle and her fiancé Emmett marry in a park in D.C. on a piece of Fenway Park's home plate, and Elle hints at a possible presidential run.
