The film begins on November 27, 1978, with the announcement of the assassinations of Harvey Milk and Mayor George Moscone. It then flashes back to 1970, showing Milk's 40th birthday and his meeting with lover Scott Smith. In 1972, they move to San Francisco and open Castro Camera. Milk becomes a prominent activist and mentor, while Smith eventually leaves him. Milk later meets Jack Lira, who tragically takes his own life. In 1977, Milk wins a seat on the San Francisco Board of Supervisors, becoming the first openly gay man elected to major public office in California. He forms a complex relationship with fellow Supervisor Dan White. Milk campaigns against Proposition 6, a measure to ban gay and lesbian people from public schools. After the measure is defeated on November 7, 1978, a tense atmosphere develops. On November 27, 1978, Dan White enters City Hall and murders Mayor Moscone, then finds Milk and kills him. The film concludes by revealing that 30,000 people attended Milk's funeral and his ashes were scattered over the Golden Gate Bridge.
