A detective's investigation into a series of abductions leads to a shocking discovery about the identity of a mysterious captor.
The story
When the body of a young woman is found on a lumber truck in Minnesota, Detective Walter Marshall suspects that the victim leapt to her death to escape from a captor. A breakthrough is inadvertently made in the case when former judge Michael Cooper's vigilante sting to capture a child predator results in his ward Lara being kidnapped. Through a tracker in Lara's earrings, Marshall finds her and other captive young women in a mansion owned by Simon Stulls, a man who appears to suffer from mental disability. The investigation into Simon's background and the circumstances of his arrest leads the police into a dangerous confrontation with an unknown threat.
Full plot (contains spoilers)
After the arrest of Simon Stulls, the police are targeted by another attacker, leading to the death of technician Matthew Quinn and the forced release of Simon. During the chaos, it is revealed that Simon is one of two identical twins; the other is the perpetrator of the kidnappings. The twins kill Cooper and kidnap police profiler Rachel Chase. Marshall eventually locates the twins at an icy lake. In a tense standoff, Marshall takes the mentally disabled twin hostage to force the other to release Rachel. After Rachel is freed, the two brothers fall through the ice and drown. The film ends with Lara reading a letter from Cooper and Marshall and Rachel implying a new relationship.
