After being called by Cap'n Turbot to rescue a truck driver who has crashed through a suspension bridge, the Paw Patrol receives a message from a dachshund named Liberty. She informs them that their arch-nemesis Mayor Humdinger has just taken over nearby Adventure City in a fixed election. Chase initially refuses to go due to PTSD from being abandoned by his original owners in the city, but reluctantly agrees to go after Ryder assures him everything will be fine. As the pups settle into their new headquarters, Humdinger commandeers a Cloud Catcher to keep the city free of rain and later attempts to set off too many fireworks. During the response, Chase is frightened by a wind gust and later freezes in panic during a train rescue, leading to a falling out with Ryder. After being captured in a dog pound, the pups break him out. Later, Humdinger's Cloud Catcher malfunctions, unleashing a hurricane. Ryder names Liberty as their newest member. During the storm, Ryder gets trapped in debris after a tower falls. Chase overcomes his fear, performs a leap of faith to rescue Ryder, and they eventually destroy the Cloud Catcher. Chase arrests Humdinger, and the team is given the key to Adventure City.
