The story
Susan Cooper is a desk-bound CIA employee who remotely assists her partner, field agent Bradley Fine, on his missions. When Fine is caught in a confrontation with an arms dealer and is seemingly killed before he can reveal the location of a suitcase nuke, Susan is forced to take action. Because she has never been in the field, she is unknown to the enemies of the state. When she discovers that the dealer's daughter has contacted a terrorist middleman, Susan volunteers to track the girl herself. Despite protests from her colleagues regarding her lack of experience, she heads into the field to recover the device and stop the threat.

After her partner Bradley Fine is seemingly killed during a mission to find a suitcase nuke, desk-bound CIA agent Susan Cooper must go into the field. She tracks the dealer's daughter, Rayna, to Paris and later to Budapest. Along the way, she encounters various allies and enemies, including a flirtatious Italian named Aldo and a rogue agent named Rick Ford. Susan eventually discovers that Fine is alive and is working with Rayna. The plot culminates in a confrontation at a mansion where a terrorist attempts to trade the nuke for diamonds. Susan manages to stop the deal and ensure the nuke is recovered. In the aftermath, she is promoted to a field agent, and the film ends with a humorous moment between her and Ford.
