After taking down Pushkin's operations, Robert McCall works as a driver and assists the less fortunate with the help of his close friend and former DIA colleague Susan Plummer. McCall travels to Istanbul to retrieve a kidnapped girl and later helps an elderly Holocaust survivor, Sam Rubinstein, find a painting of his sister. After his apartment is vandalized, McCall agrees to help a teenager, Miles, paint a mural. He also rescues a woman named Amy from attackers. The plot intensifies when Susan is murdered in Brussels; McCall discovers the hit was staged and that his former partner, Dave York, is involved. McCall confronts Dave, who reveals that their unit was disbanded and they became contract killers. McCall then confronts his former teammates, promising to eliminate them. In a final confrontation during a hurricane at his coastal hometown, McCall systematically defeats Dave's team and eventually faces Dave. He defeats Dave, rescues Miles, and reunites Sam with his sister. The film ends with Miles finishing the mural and McCall looking out toward the sea.
