The story

The story is set in 1892 in and around the peaceful (fictional) village of Dolwyn in Mid-Wales. A short prelude shows a plaque marking a flood and the deaths of two people, only one of whose bodies was recovered. A consortium led by Lord Lancashire is constructing a massive dam at the head of the valley above Dolwyn, to create a reservoir to supply water to Liverpool.
