A retired police officer must go undercover in a prison to stop a terrorist plot involving a high-profile awards ceremony.

The story

Frank Drebin has retired from Police Squad and lives a seemingly happy life with his wife, Jane Spencer Drebin. However, Frank feels unfulfilled as a househusband and attends marriage counseling. His life is disrupted when he is contacted by former colleagues, Ed Hocken and Nordberg, regarding a dangerous investigation. They inform him that a notorious, incarcerated bomber named Rocco Dillon has been hired by terrorists to carry out a bombing in the United States. Frank agrees to help by investigating a lead involving the bomber's former girlfriend, Tanya Peters. This decision forces Frank to navigate a series of absurd complications while trying to prevent a looming catastrophe.

After retiring from Police Squad, Frank Drebin finds himself unfulfilled as a househusband. When his former colleagues Ed Hocken and Nordberg ask for help regarding a terrorist plot involving a prisoner named Rocco Dillon, Frank agrees to assist. He visits a clinic to find Dillon's girlfriend, Tanya Peters, but ends up in a sperm clinic, leading to a series of comedic mishaps. After a misunderstanding with his wife, Jane, who believes he is having an affair, Frank goes undercover in prison as 'Nick The Slasher' to befriending Dillon. They eventually escape together, but Frank is unable to get information from Dillon's mother. Meanwhile, Jane finds a note with Tanya's address and travels across the country to find Frank, eventually becoming a hostage at the Dillons' hideout. The climax occurs at the Academy Awards, where a bomb is hidden in the Best Picture envelope. Frank and Jane navigate the chaotic ceremony to find the bomb. During the chaos, Frank encounters Tanya backstage and later faces off against Rocco. He manages to launch the bomb into the rafters, where it explodes, destroying the threat. The film ends with Frank and Jane reuniting and a humorous scene where Frank and Nordberg enter the wrong delivery room, leading to a final comedic beat.
