Full plot (contains spoilers)
Melvin Ferd, a bullied janitor in Tromaville, New Jersey, is transformed into a hulking mutant after falling into toxic waste during a cruel prank by his bullies. Now known as "The Toxic Avenger," Melvin begins brutally killing criminals, leaving a mop on their faces as a calling card. He builds a makeshift home in a junkyard after his mother rejects him. Melvin eventually meets and becomes romantically involved with Sara, a blind woman he rescues from a gang. A scientist explains that Melvin's mutation gives him an innate sense of who is "evil." The town's mayor, Peter Belgoody, who leads a crime ring, seeks to eliminate Melvin. After Melvin survives an ambush by Cigar Face's gang and takes revenge on his original bullies, he kills a human trafficking leader. Belgoody calls in the National Guard to kill Melvin, claiming he is a monster. However, the people of Tromaville intervene, and Melvin's mother identifies him as her son. The Mayor's corruption is exposed, and Melvin disembowels and kills him in front of the crowd. Hailed as a hero, Melvin continues to combat crime.
