Full plot (contains spoilers)
The louts Tommie and Mario are on patrol as uniformed police officers in Cologne-Kalk. Because of their boorish behavior and the harebrained idea of putting a wild Tasmanian devil in the car of a colleague they dislike, they are reassigned to the bicycle patrol. However, they hear about the big scandal: Hennes the billy goat, the mascot of 1. FC Köln, has been kidnapped. They promptly take the case into their own hands and investigate at the hospital, where the animal keeper is in a coma and says “Munich.” The two boors take this as an assignment and commandeer a sports car to get to Munich. An event is taking place at the Allianz Arena, and the two guys try, unsuccessfully, to get Franz Beckenbauer to make a statement about the billy goat. After a call from the animal keeper, they remember a wrecked car in Cologne where the animal was last seen. They hurry back and manage to find the animal, while the sports car ends up in the car crusher. When the sports car’s original owner turns up and threatens them, a police unit manages to apprehend the perpetrators. Amid great jubilation, the mascot is brought into the stadium, and 1. FC Köln scores one goal after another until it eventually leaves the field victorious.
