Full plot (contains spoilers)
Four bandits rob a villa. The maid calls the police, and Commissioner Ferreri immediately alerts Commissioner Carli, who orders the patrols to pursue the four men. They manage to escape, however, after killing two police officers in a car that was chasing them, and then killing two motorcycle officers who arrive at an underpass where the bandits have stopped to change cars, taking one from its driver. Meanwhile, engineer Alessi is in a car with his daughter, Carol. A widower, Alessi also has another child, Giorgio, who hates his father because he feels oppressed by him. That same day, Carol goes to a party at the Lodovici family villa. The four bandits show up at the party too and kill the girl. Carli arrives at the crime scene and is soon joined by a distraught Alessi; the commissioner's attempts to console him are in vain. A few days later, Nardi, a street flower seller, turns up at police headquarters, saying he can identify the bandits. Carli and Ferreri link the tragic robbery to the one on Via del Casaletto. During the night, they arrest several people with criminal records and take them to headquarters. Nardi is called in to identify the suspects, but when he arrives, he says he is no longer sure he can recognize the bandits. Carli continues arresting people with criminal records to no avail, causing turmoil in Rome's underworld. Carli meets with his informant Gigi, who gives him the names of the four bandits: Donati, “the Blond”; Bertè; Marcello Monti; and Stefano. The latter is an unfortunate young man who grew up in orphanages and reformatories. Meanwhile, Alessi goes to the office of lawyer Tarantini, the signatory of Nardi's bogus contract. The engineer asks the lawyer for the name of the person who had Nardi sign the contract: engineer Laurenti. Carli and Ferreri go to Marcello's home, where Bertè has also taken refuge. Marcello gives himself up immediately, while Bertè tries to escape but surrenders after a shootout. After arresting Stefano too, they go to the Blond's home. He tries to flee but is crushed by a bus and dies. Meanwhile, Alessi follows Giulio Laurenti and Andrea, two young men from Rome's wealthy set; Giulio is engineer Laurenti's son. Giulio looks exactly like Nardi's composite sketch. Giulio, Andrea, and their friend Fabrizio invite three girls to go for a motorcycle ride with them. Only two accept. They take the girls to a greenhouse, where they rape them. With Alessi present, Carli and Ferreri summon Tarantini. He produces the contract, but it has been redone and contains no flaws. Carli summons Giulio to police headquarters. He arrives with his father and two lawyers. The commissioner shows the squad the composite sketch, then lets them leave. As Alessi is returning home, the three young men from Rome's wealthy set chase him and beat him savagely. The engineer begins preparing his revenge, starting by shooting Fabrizio as he rides his motorcycle home. Meanwhile, Alessi takes refuge in a small boarding house, making himself impossible to find. Giulio and Andrea meet with the fourth bandit, who turns out to be Giorgio, Alessi's son and Carol's brother. He deliberately lets the other two beat him and has himself admitted to hospital, making it look like an act of revenge against Alessi, in order to draw his father out of hiding. The engineer reads the news in the paper and immediately goes to visit his son in hospital. Giorgio invites him to take refuge at his home in Casal Simone and gives him the keys. Alessi says he will go there the next day. The following day, the engineer keeps an eye on Andrea and follows him to an old, abandoned warehouse, where he kills him. He then goes to Casal Simone, where Giorgio and Giulio are waiting for him, intending to kill him. The police have meanwhile tracked down Alessi, so they are at Casal Simone too. Alessi arrives and gets out of his car, but Giulio is about to knock him unconscious when Carli stops him in time. Giulio opens fire but is killed by Carli. Meanwhile, Giorgio starts running away. His father spots him in the distance and gives chase. The police pursue Giorgio as well. Alessi catches up with Giorgio in a farmhouse and points his gun at him. The engineer then realizes that the man in front of him is his son. Giorgio grabs his father's wrist in an attempt to take the gun away, but accidentally fires a shot, killing him. Carli arrives and arrests Giorgio.
