Full plot (contains spoilers)
Ryo Saeba is a sweeper—an underworld fixer—known as “City Hunter.” Together with his partner, Hideyuki Makimura, he has resolved numerous cases that could never be made public. One day, Ryo and Makimura receive a request from a woman calling herself Natsumi: “Please find my younger sister.” The sister, Kurumi, is a famous cosplayer. Ryo catches her being forcibly taken by several men into a building that appears to be an office, and rushes to rescue her. After a fierce brawl, the men are all rounded up, but Kurumi keeps fleeing from Ryo and Makimura before eventually disappearing without a trace. Meanwhile, Saeko Nogami, who has known Ryo for a long time and was Makimura’s colleague when he was a police detective, is busy investigating a series of strange violent incidents that have occurred in Tokyo over the past few days. In each case, the “perpetrator” suddenly attacks with superhuman strength and injures someone, but the police have yet to find any promising leads. For the time being, Ryo and Makimura call off their search for Kurumi. Makimura heads to a restaurant to meet his younger sister, Kaori Makimura. It is Kaori’s birthday, and Makimura is planning to tell her an important truth. But just then, tragedy strikes. A truck barrels into the restaurant at high speed, and the man inside attacks Makimura with tremendous strength, leaving him gravely wounded. Ryo rushes to the scene, but Makimura dies after telling him, “Take care of Kaori…” After witnessing her brother’s death, Kaori writes “XYZ” (a request for work) on the message board at Shinjuku Station and begs Ryo to tell her the truth. Unwilling to put Kaori in danger, Ryo deliberately pushes her away, saying, “This isn’t a place you should get involved in. Forget about your brother. It’s for your own good.” But Kaori’s determination wears him down, and he agrees to work with her. As they continue their investigation, they discover that the violent incidents in Tokyo, Kurumi’s disappearance, and Makimura’s death are all connected.
